Harmony: Fix local rendering (#5953)

* Fix local rendering

It was throwing licence issue, but didn't produce anything.

* Commenting out proto line

This seems to be more stable in showing Openpype menu.
For unknown reason menu creation started to fail to show up, this line caused crashes when this script was triggered manually inside of Harmony.
