If no site is user local one, do not allow edit actions (Reset site, set priority)

5ea7e78ce6 Maya in DL - removed MayePype 
Special plugin is unnecessary in Pype3, as only thing
it was doing is injection of env vars.
This is currently handled in GlobalJobPreLoad.py
