de161da68b OP-2787 - created explicit env var HEADLESS_PUBLISH 
Env var created to differentiate launch of Maya on the farm. lib.IS_HEADLESS might be triggered locally, it is not precise enough.

Added same env var to all commands to standardize it a bit.

Filters instances from a workfile and marks only these that should be published on a farm.

2c7b1aab50 OP-3021 - check if suspend_publish exists
